Webster County Schools is seeking proposals from qualified providers to deliver comprehensive professional development services. Our goal is to enhance our instructional practices and improve student achievement across various domains, specifically focusing on evidence-based high-yield instructional strategies, data analysis, math achievement, vocabulary, comprehension, and writing.

Scope of Work

The successful vendor will be expected to provide the following services:

1.      Evidence-Based High-Yield Instructional Strategies

  • Training and support for teachers to implement strategies with a proven track record of increasing student achievement.

  • Workshops and coaching sessions that focus on practical applications in the classroom.

  • Follow-up sessions to assess the implementation and effectiveness of these strategies.

2.      Data Analysis

  • Professional development on analyzing student data to inform instruction.

  • Training on using data to set goals, monitor progress, and make instructional adjustments.

  • Support in creating data teams and protocols for regular data review meetings.

3.      Improving Math Achievement

  • Specific strategies and interventions to enhance math instruction and student outcomes.

  • Workshops on best practices in math education, including hands-on activities and problem-solving techniques.

  • Continuous support and coaching for math teachers to implement new strategies.

4.      Vocabulary Development

  • Training on evidence-based methods for improving students' vocabulary skills.

  • Strategies for integrating vocabulary instruction across the curriculum.

  • Tools and resources for ongoing vocabulary assessment and growth.

5.      Reading Comprehension

  • Professional development on strategies to improve reading comprehension.

  • Techniques for differentiating instruction to meet the needs of diverse learners.

  • Support for teachers in implementing comprehension strategies in their daily instruction.

6.      Writing Instruction

  • Training on effective writing instruction strategies.

  • Workshops on writing across the curriculum and integrating writing into all subject areas.

  • Support for teachers in assessing student writing and providing meaningful feedback.

Proposal Requirements

Interested vendors should submit a proposal that includes the following:

1.      Company Profile

  • A brief history of the company, including experience in providing professional development services and applicable references from districts where similar services were provided.

  • Qualifications and experience of key personnel who will be involved in this project.

  • Proof that the vendor is a registered vendor authorized by the WV Secretary of State to conduct business in the State of West Virginia in accordance with WV Code §148-1-6.1.7 and §11-12-3, unless the vendor falls within one of the allowable exempt categories.

2.      Approach and Methodology

  • Detailed description of the proposed approach to delivering the services outlined in the scope of work.

  • Explanation of how the training will be customized to meet the needs of our school district.

  • Examples of successful implementation of similar programs in other districts.

3.      Project Plan

  • Proposed timeline for the delivery of services, including key milestones and deliverables.

  • Description of how the vendor will measure and report on the success of the professional development.

4.      Cost Proposal

  • Detailed breakdown of all costs associated with the project, including training materials, travel, and any other expenses.

  • Payment schedule and terms.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

1.      Experience and Qualifications

  • Proven track record of delivering high-quality professional development services.

  • Qualifications and experience of key personnel.

2.      Approach and Methodology

  • Quality and feasibility of the proposed approach.

  • Customization of services to meet the needs of our district.

3.      Project Plan

  • Realistic and detailed project timeline.

  • Clear milestones and deliverables.

4.      Cost Proposal

  • Reasonableness and transparency of costs.

  • Overall value for money.
